Franklin strengthens its public law team with the arrival of Cendrine Delivré as a partner

Franklin, an independent French law firm, expands its offering in Public Law – Regulatory and Energy with the arrival of Cendrine Delivré as a partner. Ranked among the hundred most influential business lawyers in Africa by Jeune Afrique and a “Leading Individual” by Legal 500 Europe, Middle East & Africa 2024, she brings to the team her solid expertise in major infrastructure projects, notably in Africa.

Cendrine Delivré becomes the third partner in the Public Business Law – Regulated Activities and Energy department alongside Jérôme Michel (co-founder of the firm) and Michel Sapin. For over fifteen years, she has been assisting a clientele primarily composed of private investors, industrialists, banks, investment funds, and public institutions in France and internationally.

A specialist in public procurement, administrative law, and environmental law, Cendrine Delivré is particularly renowned for her advisory skills on major transport infrastructure projects (railways, urban transport, airports, ports) and in the field of energy (renewables, hydroelectric), as well as mining projects. Her clients regularly praise her “composure” and “tenacity” on “the most complex operations and negotiations,” and appreciate her “responsiveness.”

In 2022, Cendrine Delivré founded the law firm CDE Avocat to offer her clients in-depth expertise in public-private partnerships (PPPs) and major projects in infrastructure, transport, environment, and energy. She advises a wide range of clients primarily based in West, Central, and Southern Africa. Between 2014 and 2022, she was a partner in public law at renowned international law firms (DLA Piper France LLP, CMS Francis Lefebvre Avocats, ASAFO & Co). She began her career as a consultant in public business law in 2010 at Dentons, before joining the Canadian firm Heenan Blaikie in 2012.

Holding a doctorate in public law from the University of Jean Moulin Lyon 3 in 2004 and a public law aggregation in 2006, Cendrine Delivré has also been serving as a university professor for nearly twenty years. Since 2010, she has been delivering lectures on public contract law and public finance law in France and abroad. She regularly conducts training workshops on infrastructure projects in Africa, under the aegis of international financial institutions. She is a member of the International Law Association (ILA) as well as the American Bar Association (ABA).
